The BISP Council serves as the supreme authority of the Benazir Income Support Programme. Chaired by the President of Pakistan as Chief Patron and supported by the Prime Minister as Executive Patron, the Council includes respected national and international figures. The Chairperson BISP is also an ex-officio member. Meeting annually, the Council guides poverty reduction policies, mobilizes financial resources for the safety net initiatives, engages donors, and provides strategic advice to strengthen BISP’s role in social protection.

Formed in 2008, the BISP Board acts as the highest management body responsible for policy-making and strategic planning. It consists of 9–11 members from government institutions, civil society, and technical experts. Headed by the Chairperson and supported by the Secretary BISP as the Principal Accounting Officer, the Board ensures transparency in decision-making, approves budgets, defines eligibility criteria for financial assistance, and reviews programme performance through annual progress reports.

The Board includes private members such as Dr. Kaiser Bengali, Barrister Ayesha T. Haq, Mr. Haris Gazdar, and Dr. Abid Qaiyum Suleri, alongside ex-officio members from BISP, the Ministry of Finance, the Ministry of Economic Affairs, the Ministry of Poverty Alleviation, and NADRA. Their collective expertise ensures accountability, governance, and effective poverty alleviation strategies.

The Benazir Income Support Programme (BISP) envisions a poverty-free Pakistan where vulnerable and underprivileged communities, particularly women, are empowered. Its goal is to build a strong social safety net that uplifts marginalized groups and ensures equal opportunities for a dignified life.

The mission of BISP is to combat poverty through a range of social protection initiatives.
